Council waives Allen House water charges through lease term, to revisit at anniversary

Council approved a motion to waive water utility charges for the Allen House, a recorded Texas historical landmark leased to the Copperas Cove Historical Society, for the term of the lease and to revisit the waiver upon receipt of the society's annual report in February 2027.
City manager Ryan Havelock recalled the council's earlier action to waive water charges until the anniversary of the lease and said the historical society provided the required annual report in April 2026. Society representative Ray Payne told the council the Allen House has seen increased events and volunteer engagement and asked for continued relief so funds could be used for restoration work: "We're just asking for a little bit more time on the water usage fee...help us use money to do better things with the Allen House."
After brief council questions about timing and the period covered, Councilman Jack Smith moved to waive the Allen House water bill through the term of the lease with the caveat that it be reviewed when the next annual report is submitted. The motion passed on roll call 6–1. Council recorded the roll-call votes and the motion carries with the waiver effective immediately and subject to review at the February 2027 lease anniversary.
