"We would really appreciate if you all would be the group that scores those applicants," Mr. McDonald said, asking the commission to use a scoring rubric included in the RFP. Staff told commissioners the RFP was posted July 6, contains eligibility criteria and scoring guidance, and that the application window closes in early August (the transcript references an August 7 close date).
City staff said the fiscal-year allocation for the program is $400,000 and that staff will screen applications for minimum requirements before forwarding eligible applications to the commission for scoring. The commission will use a matrix and calibration process; members with conflicts of interest can recuse themselves from scoring specific applicants. Council expects the commission’s scoring recommendations to go to council in late September or early October.
