Town manager presents alternate expenditure limitation report with multi‑year projections

At a public hearing the town manager presented the alternate expenditure limitation (AELR) calculations that the auditor general requires every four years and explained how population and inflation factors shape the town's expenditure limits.
The town manager gave projected expenditure limitations of $5,511,500 for 2027–28, $4,688,000 for 2028–29 and approximately $4,864,000 for 2029–30, and noted projection for 2030–31 of about $5,041,000. "For the upcoming 27–28, the budget expenditure limitation would be $5,511,500," the manager said. He added that grant receipts and enterprise funds are excluded from the calculation and that if about $2,000,000 in grants are added the 2027–28 figure would increase to about $7,511,000.
Councilors asked whether negotiated sums from a community protections and benefits agreement with South32 would be treated as grants; the manager confirmed that anticipated direct funding from such agreements had been included in the grant estimate. The manager also noted this was the first of two required public hearings, with the second scheduled for March 22.
