Residents press for community input; speaker warns not to let protections be sidelined

Carolyn Schafer, introduced during the presentation, told the council she supports the early-actions investment agreement’s goals but cautioned that community protections must not be preempted. "We are forced to negotiate an agreement because our state and federal governments have failed to protect us," Schafer said, urging that local, regional and national experts who reviewed the draft EIS be consulted before completion of the CPBA.
Several council members and other speakers said the town intends to involve public input after the final environmental impact statement and that focus groups from the University of Arizona gap analysis informed early criteria. Schafer also referenced an ADEQ Clean Water Act 401 waiver with an upcoming response date, underscoring the urgency of community review before final protections are adopted.
