The Mineola Village Board on July 23 approved a resolution that authorizes Phase 1 of identification, construction and installation of water service lines to comply with lead-and-copper rule improvements, listing an estimated Phase 1 cost of $16,215,000 and authorizing issuance of bonds "if necessary" up to that amount.
The presiding official at the special work session said passage of the resolution is a procedural step to allow the village to apply for a state WEA grant and does not mean the village is immediately bonding for the full amount. The chair said, "this does not mean that we are bonding for $16,215,000," and explained the grant "can total up to $12,000,000" if awarded. The chair added the village will decide later whether to bond, use the general fund, or other financing depending on the grant outcome.
According to the chair, the village does not expect to know the grant outcome for several months (the chair said "close to a year" in the session). The chair also invited questions for Mr. Rivera; no questions were raised. The motion to approve the resolution was made (mover recorded in the transcript as Deputy Mayor Sartore), seconded (Trustee Soloski) and approved by voice vote.
Next steps identified by the board are to submit the state grant application and await the award decision; the board will return later to decide final financing choices if a grant (partial or full) is awarded.
