Ordinance requires decommissioning security and annual operating compliance reports

Staff explained the ordinance also introduces an annual operating compliance report that facility owners must submit to demonstrate ongoing compliance with noise, vibration, water-use, fire-safety and other conditions. The report is intended to be a practical enforcement tool because zoning officers do not generally inspect facilities on a schedule; the annual report lets the township verify compliance without repeated site visits.
Residents asked how the report would be enforced and whether 'most recent' report language could allow an outdated submission; staff said other reports required elsewhere in the ordinance are annual and that the compliance summary is intended to capture current-year information.
The board adopted the ordinance and tasked staff and legal counsel to refine language and address typographical inconsistencies identified in the public copy.
