Council approves 3.2% cost-of-living increase for city payroll

City administrator Kim Wollenberg presented the annual cost-of-living adjustment recommendation and told council the budget committee had reviewed a 3.2% allocation for payroll (up from last year's 2.1%). Wollenberg recommended adopting at least 3.2%, noting council discretion to adjust the rate.
A motion to adopt the 3.2% COLA for fiscal year 2026-27 passed on voice vote. Councilors did not expand the change beyond the recommended 3.2% at this meeting. "We do this every year... I'm re recommending at least a 3.2," Wollenberg said. The adopted adjustment will be incorporated into payroll allocations for the coming fiscal year.
