"One of them never paid," the Moderator said, raising concerns about enforcement and how a franchise arrangement could improve compliance and revenue consistency. The committee did not adopt an ordinance at this meeting but recommended the topic be referred to City Council for review and potential drafting of franchise language.
Committee members asked staff to bring clearer fee amounts and ordinance language to the Council, and to include an analysis of expected revenues under a franchise compared with the current contract model.
