Staff outlines fund structure, water-rights mapping and online billing plans

The presenter added that because of last year’s water-administration fee changes, the city expects a short-term surplus that will be used toward protecting water rights in coming years.
Staff announced completion of a GIS mapping project of water rights and points of use, saying the map now includes 265 recorded points available online, and proposed working with South Coast Water to centralize future water-rights management. The presenter also outlined administrative improvements: moving invoices and business-license processing online, enabling email invoicing and payment links to reduce postage and manual processing.
Committee members asked for conservative revenue projections and a line in the budget to reflect recurring examiner/codification costs; staff acknowledged some line items (codification per-page charges) could vary and would be finalized before Council consideration.
