During public comment, a resident described longstanding problems with a short-term rental at 5175 Russell Drive and urged the council to strengthen protections for permanent neighbors. The resident said the home, a six-bedroom, five-bath property advertised as sleeping 14, has on some occasions attracted more than 24 overnight guests and has produced traffic, noise, trash and instances of public urination.
The resident said at least six neighbors filed complaints but only one was deemed valid. She said property manager Jim Donahue and the owners did not respond to neighbor concerns and that a city employee told them short-term rentals are not treated as businesses. "When Jim has been contacted with concern, he largely ignores them," the speaker said, adding that Donahue "told [a neighbor] that complaining to Dune City was a waste of time." The comment prompted several council members to request staff follow-up on that property using existing enforcement processes.
