Residents and owners clash at Dunes City hearing over neighborhood quality and property rights

Owners and managers countered that most guests behave responsibly and that enforcement mechanisms are available. Several owners said STR income lets them keep family property and pay for upgrades including septic work. “If you decide to limit STRs, one solution is to grandfather in current STRs and then limit others going forward,” an experienced owner (speaker 28) said.
Speakers on both sides urged better enforcement and clearer rules. The mix of personal stories underscored the council’s challenge: balancing private property rights, local quality of life and the fiscal needs of a small city.
