Neighbors and several speakers pressed the council to investigate a specific short-term rental listing at 5175 Russell Drive, alleging the property is advertised for higher occupancy than the on-site wastewater system was finaled to support and that required change‑of‑use or authorization permits were not obtained.
"It appears this property was finaled as a 3 bed. But indeed has been advertised as a 6 bed," said a neighbor (speaker 33), who reported trespass, misrepresentation of private dock access, and repeated nuisance behavior. Multiple speakers asked the city to investigate whether county on‑site wastewater authorizations and Dune City permit conditions were satisfied prior to approving the STR permit.
City staff and councilors said they are communicating with Lane County and reviewing the file. One resident (speaker 28) cited penalties under state law as raised in public comments; the chair acknowledged staff will follow up with county sanitarians and report back. No formal enforcement action or revocation occurred at the meeting; council asked staff to investigate and return with findings.
