Residents urged Dunes City Council on enforcement of short-term rental (STR) permits, saying some properties operate without required county or DEQ authorizations.
Chris John told the council he and his wife ‘‘represent over 600 dwellings’’ and that he has submitted 18 complaints alleging permit-application violations and missing authorizations. ‘‘The permits that have been issued that are in violation are invalid and they should be paused or pulled back,’’ he said. Other residents cited a specific Russell Drive property they said remains listed online despite lacking required county approvals.
Council members and staff replied that the city relies on Lane County for certain change-of-use and septic inspections. Mayor Maguire said some authorization paperwork was delivered but others ‘‘were never scheduled’’ by the county, and staff will continue to follow up. A resident who has studied county code told the council that septic flow-rate calculations and advertised bedroom counts can trigger change-of-use reviews and that some discrepancies appear to stem from county scheduling and differing interpretations of technical triggers.
No formal enforcement action was taken at the meeting; council members asked staff to collect documentation and to pursue clarifications with Lane County and DEQ. Mayor Maguire said the city will continue the technical review and noted that resolving isolated noncompliance requires coordination with external agencies.
