The Dunes City Council postponed detailed work on a proposed rewrite of the city’s business-license chapter at its Nov. 5 meeting, saying the document requires extensive revision and more council input. Members raised numerous substantive questions about scope and enforcement: how to treat children’s lemonade stands and neighborhood services, whether a single general-contractor license should cover subcontractors on construction projects, and whether commercial activities such as short-term rentals, hotels, the marina, RV park and fishing guides should be licensed. One council member asked, "How does a child's or teenager's lemonade stand fit in here?" and the chair said these kinds of activities "need to be considered because some of them should not be in here."
Staff said the city has seen only limited progress negotiating procurement and licensing details and suggested drafting specific application language to clarify intent. Given many absent members and the volume of open questions, the council moved to postpone the work session until a later meeting and asked members to provide written rewording and suggestions in the meantime. A Whitmore Academy presentation was noted for an upcoming meeting; the transcript referenced a possible Dec. 1 date for that presentation.
