Dunes City council approves road-repair estimate, debates contractor options and uninsured parking-lot damage

Dunes City Council voted to approve a road-repair estimate at its Nov. 5, 2025 regular session after staff said the work fits within this year’s budget and comes in below earlier estimates. The chair opened the new-business discussion by saying the project is covered in the current budget.
Council members and staff then discussed procurement options. A staff member said the city received a single bid through DemandStar from Coast Pavement and has been trying to negotiate lower rates or use intergovernmental agreements with Lane County. "They are the only bid that we did receive," the staff member said. One council member cautioned that pursuing state contracts can raise costs because of mandated union wages and that the largest variable in asphalt bids is the price of oil.
The council also addressed damage to a city parking lot from a burn incident. The chair reported that the city has asked the insurance company to pay and that the insurer "has refused three times now," adding that the city attorney and the state insurance commission have been contacted. The chair said the uninsured portion could be about $2,100 if the city cannot recover the cost.
After the discussion a motion to approve the estimate was called and passed by voice vote. The council did not name a mover or record a roll-call tally in the transcript; the chair declared the motion approved.
