Budget Advisory Committee finalizes draft of annual report for council review

The Budget Advisory Committee met July 23 to review and refine the committee’s annual report draft ahead of a presentation to City Council. Chair James Horan thanked members for their contributions: "I want to thank everyone for their input and work on the report," he said as members pulled the shared document onto the screen and worked through cover-page details and acknowledgements.
Members agreed to standardize the report’s dates and labels (the group agreed to show the period as "'25 to '26") and to call out departing officers consistently. Jenny Nolan, the committee's budget manager, said staff needs a quick turnaround to include the report on council materials: "Monday would be great. We could also receive it on Tuesday," she said. Committee members volunteered to fill specific sections: one member agreed to draft the missing capital improvement plan (CIP) language and others offered to expand the acknowledgements with a sentence or two behind each named department.
The committee also assigned follow-up tasks to ensure internal consistency in terminology (for example, using "capital improvement plan" throughout rather than alternating phrasing) and to clarify dates and citations in the reserve-policy section. The draft will be finalized and transmitted to City Council staff for inclusion in the council packet early next week.
Next steps: staff will assemble the edited draft for submission to City Council; the committee plans to present highlights to council on Aug. 3 and resume regular committee business at its Aug. 6 meeting.
