Design and procurement were a major focus of the session as the group planned visible elements for the float and parade presence.
Participants considered a long banner with whale imagery and wording such as "Whale-watching capital of the Oregon Coast," and discussed lengths of 8' 14 feet to match lane width. Parks Commissioner (S4) said the city can order a flexible banner and provide a proof for approval before printing. Committee member (S2) described options for inflatable decorations and balloon use, and group members examined tradeoffs between buying pre-shaped whale balloons and renting or purchasing helium tanks. One participant summarized the approach: purchase ready-made handheld whale or patriotic decorations and limit helium usage to a modest number of balloons to control costs.
The group assigned a volunteer to collect pricing and to confirm whether local stores will fill balloons, and they decided to order a banner proof immediately so printing could proceed once budget confirmations are complete.
