Darcy Hassel, the city's HR director, presented Resolution 25-35 to amend the City of Box Elder personnel policy and adopt a 2026 employee handbook effective Jan. 1, 2026. Hassel said the handbook has been reformatted and includes a new section to address generative artificial intelligence usage and accompanying policy language, expanded nepotism and workplace-safety sections, revised vacation accruals and a limit on payout, and a conditional opt-out for employees who have outside medical coverage with an incentive of $20 per paycheck.
Hassel walked the committee through reorganized mission/vision content, a revised table of contents, changes to background-check and ID-badge language, new on-call pay language and adjustments to overtime wording to reflect federal payroll-tax changes. Following questions about distribution and review timing, a committee member moved that the committee forward Resolution 25-35 to a future city council meeting with a recommendation of approval; the motion passed on recorded 'aye' responses.
