Carla Fitchin, a city staff member standing in for Renee, said the 2026 budget is "33.75% lower than the '25 budget," attributing most of the change to adjustments in capital improvement program (CIP) carryovers and more conservative revenue and expense projections. She said every department reviewed needs versus wants to keep essential services funded and sustainable.
Committee members asked several clarifying questions about minor numerical adjustments and staff said a few tweaks are expected before the second reading, which staff will highlight at that meeting. After discussion, a committee member moved to approve forwarding Ordinance No. 779 as presented; the motion was seconded and the chair called the vote. The motion carried and was recorded as "Aye"; the ordinance will return for further consideration at the council level.
The first reading and committee recommendation do not adopt the budget; the ordinance must complete the council process and any remaining procedural readings before becoming effective.
