Commission recommends vacating part of Cottonwood Drive and approves related minor plat

The commission recommended vacation of a portion of Cottonwood Drive between Lyon Road (Line Road) and Highway 1416 and approved a related minor plat with a condition to correct omitted plat details.
Planning staff explained the vacation is tied to closure of a nearby railroad crossing that reduced the usefulness of that segment. “When we close that railroad crossing at Cottonwood Drive, it is...not as useful for having this section of road there,” Laura Patton (planning/zoning director) said, adding staff met with the property owner and coordinated with the city engineer on railroad negotiations. Commissioners asked whether maintenance would be required on Line Road where increased truck turning was anticipated; staff confirmed some improvements are planned and the city will maintain the road.
Planner Michelle Clavach presented the minor plat that divides the property affected by the vacated right-of-way and said the plat met review criteria but omitted a creation date. The commission recommended approval of the minor plat conditioned on correcting the plat documents per city requirements, and it also voted to forward the vacation resolution to City Council for approval.
Staff noted the vacation must be approved before the plat proceeds; the resolution and conditioned minor-plat recommendation will be forwarded to City Council.
