Chief Connell accepted the South Dakota Law Enforcement Training Center’s Agency of the Year award for 2024 on behalf of the Box Elder Police Department and delivered a speech about rebuilding public trust and the role of training and leadership. In remarks to council he said policing should be about "helping people" and emphasized the department's training, accountability and community partnership efforts. "We execute our duties without bias, without preference, and without influence tied to race, gender, social status, or politics," he said while describing the agency’s standards.
Connell acknowledged that many efforts predated his arrival and credited staff and Lieutenant Chris Missal for their contributions to building the department’s training partnerships with the state. Council thanked the chief and department for the recognition and their service to the community.
