The planning director presented Ordinance 763 as an administrative overhaul to bring the subdivision code in line with current practices and with the city’s master transportation and park plans. The director said the revision removes outdated technical details and paper-submittal requirements and adds a pre-application requirement for all preliminary plans "so we need to talk to them about parks and trails and the long term plans, not just 1 phase at a time." The director also explained the draft keeps the current two-year warranty period but modifies bond-release criteria so a warranty bond is released only when lots are completed, under an active building permit, or a sidewalk is in place.
Council did not receive any public testimony on the ordinance during the hearing; staff noted the changes reflect practices used by other municipalities in the region and are intended to reduce the need to rework preliminary plans before final approval. The public hearing for this item was opened and closed during the meeting with no public speakers; the matter will proceed to further review as the council’s process requires.
