Renee and department leads reviewed planned capital projects including a city hall generator (FEMA covers partial cost but city carries ~$10,000), replacement/relocation of an emergency siren coordinated with the county, tank liner and pipeline upgrades identified in the EPA sanitary survey, and ongoing SRF‑funded work on Cheyenne Westgate and Tank 4. Engineering noted tank piping and well/tank connections as priorities tied to distribution and water temperature performance.
Cheyenne Boulevard design is roughly 40% complete; staff discussed a potential approach to contract for design and have the county reimburse the city, and noted the need to plan for a large balloon payment on a district loan in 2029 with refinancing options being examined. Several park projects tied to BID 1 funding (pavilion, paving, irrigation) were also presented.
