Planning board approves PB-2604 minor subdivision after engineer review and public question on well separation

The Franklin Township Planning Board approved PB-2604, a minor-subdivision application for property on 2 Avenue, following an engineer’s report and a brief public comment about wells and septic systems. The applicant told the board the plan was to transfer his house to his daughter and sought relief for frontage, lot-area and lot-coverage requirements. Engineer Wayne summarized technical checklist items and identified three variances the board would need to grant.

Wayne told the board the parcel measures roughly 2.5 acres and that the application requires variances for lot area, frontages created by the corner-radius geometry and for lot coverage; he estimated existing coverage near 15% and suggested the subdivision could raise coverage to about 19–20%. The board questioned the applicant on proposed house siting and driveway placement; the applicant said the future home would be modest — “three bedrooms, tops” — and that he would finalize plans as the subdivision process proceeds. Public commenter Michael Ovisio said his “concern is septic and well,” asking whether the new lot would meet the required 100-foot separation from wells and septic systems. The board directed the applicant to show well/septic locations as part of the site plan review.

After closing the public portion, a board member moved to approve PB-2604 and the motion carried on a roll-call vote. The board and staff noted outstanding completeness checklist items remain for the applicant to address before final resolution and permitting.
