Fairview appoints Darlene Bortner and Emily Warren to advisory boards after narrow procedural debate

Darlene Bortner introduced herself, described her master-gardener certification and recent landscaping work in Fairview and was nominated and appointed to the Parks and Landscape Board. Commissioner Hall moved to appoint Bortner and the motion was seconded; roll-call votes recorded affirmations from Commissioners Hall, Buffalini, Roberts and Mayor Anderson.
The board then heard several applicants for the Board of Zoning Appeals, including David Bynum, Craig Cropper and Emily Warren. Commissioner Hall nominated Emily Warren; that motion was seconded and the board voted to appoint her. The city attorney advised that increasing the number of members on the Board of Zoning Appeals (from five) may be possible — to three, five or seven under Tennessee practice — but said he would research the mechanism and report back to the board, noting changes might require ordinance revision or a legislative/private act depending on where the requirement appears.
Commissioners and staff encouraged applicants who were not selected to reapply if the board is legally able to expand its membership, and thanked all applicants for volunteering. No new policy changes or legal actions were taken at this meeting beyond the appointments.
