Miss Perry explained the rationale: tying the obligation to bonding at final plat would mean "that money is already in place…should something happen with the market or the economy here and the rest of the project doesn't move forward." Commissioners expressed concern about the risk of delayed or unbuilt amenities if bonding or later triggers are accepted; the commission ultimately adopted the earlier 157th-unit construction trigger in its approval.
