Midvale Council adopts pay scales; salary decisions deferred to FY2026 budget

The Midvale City Council approved Resolution 2025-R-48 on Aug. 19 to adopt pay scales and set salaries for elected and statutory/appointed officers. Mariah Hill, identified in the meeting packet as Administrative Services Director, told the council that the pay-scale document is part of the budget review process and is intended to keep the City competitive in the market and account for proposed cost-of-living adjustments.

"As a part of the budget process, staff reviews the City’s Pay Plan to ensure the City is staying competitive in the market and that proposed Cost of Living Adjustments (COLA) are accounted for in our pay ranges," Mariah Hill said. Hill noted the document provides pay scales only and that all fiscal impacts are contained in the FY2026 budget.

Council Member Bonnie Billings moved to approve Resolution 2025-R-48 adopting the pay scales and salary settings; Council Member Heidi Robinson seconded the motion. The council voted unanimously (Aye: Billings, Glover, Robinson, Brown, Mikolash). The action formalizes the pay ranges that staff will use in budget calculations but does not itself authorize outlays beyond what is later adopted in the FY2026 budget.

Next steps: the adopted pay scales will be incorporated into the FY2026 budget process, and any resulting salary expenditures will depend on the final budget adoption.
