Commission backs rezone, Public Facilities Overlay and parcel consolidation to allow Midvale Public Works expansion

The Midvale Planning & Zoning Commission recommended that City Council adopt a city‑initiated rezone to uniformly zone the Midvale Public Works Complex near 8196 S. Main Street as Clean Industrial with a Public Facilities Overlay and to remove the Jordan Bluffs CIJBO and JB 1‑3 overlays.
Staff said the rezone and overlay change are necessary to allow operations integral to Public Works—such as vehicle repair and materials storage—that the existing Jordan Bluffs overlay does not permit. The first phase of the planned expansion is an employee parking lot intended to free up space in the current yard. Staff concluded the proposal meets the Public Facilities Overlay criteria in MMC 17‑7‑16 and the Zoning Map Amendment criteria in MMC 17‑3‑1(E).
Planning Director Wendelin Knobloch told commissioners that any future site plan submittals for development on the property "would be subject to the City's review process and that the process would be repeated for future development proposals." Deputy City Attorney Daniel Van Buege reminded commissioners that the rezone recommendation is a legislative action forwarded to City Council for final approval.
Commissioners also approved a preliminary plat that consolidates the parcels comprising the Public Works Complex so the expansion project may proceed. Both the rezone recommendation and the plat approval passed by unanimous roll call votes (Edwards, Liedtke, Erickson).
