City unveils stormwater management plan; South Main identified as top priority with $2M estimate

City staff and consultant Bob Deanstra presented a stormwater management study that identifies the most significant drainage problems in Pella and offers a multi-decade road map for improvements. Deanstra said the principal constraint is inadequate upstream intake capacity in the core area radiating from the downtown square, not the outlet sewers, and recommended prioritizing projects that get stormwater from neighborhoods into adequately sized outlet sewers.
The study divides the city into five larger study areas; priority projects include South Main Street (conceptual cost $2.0–$2.25 million) and a larger south area from Broadway to East 3rd (approx. $2.7–$3.0 million). A smaller area around University and East 13th could cost $400,000–$700,000. Deanstra recommended inspecting (televising) major outlet sewers early to confirm capacity and avoid spending on upstream work that outlet defects would negate. He urged synchronizing stormwater work with other infrastructure work (water services, streets) and noted some projects could be phased into the city’s capital improvement program.
