City Manager Michael presented a draft two‑year Capital Improvement Plan that staff described as a year of planning and preparation in year one and heavier construction in year two. Michael said the first year’s revised CIP expense estimate was “about $7,300,000,” with out-year projects that could total much more as design turns into construction.
Staff highlighted specific projects: design funding for 100 West and extensive design and later construction on 400 East (staff estimated the 400 East project could be as much as $10 million), overlay and pavement revitalization work, bridge and stormwater-related improvements, and park projects including a Suwanee Park master plan and a potential skate‑park design. For larger program delivery, Michael said the city is “looking at a bond potentially for $15,000,000” and that grant dollars and enterprise-fund transfers (water, sewer, stormwater) would be needed to cover the full slate of projects.
Councilors asked for more granular fund‑balance and transfer detail and requested clearer public communication about which taxes and funds would pay for projects. Staff said some projects will be paid from property‑tax transfers, some from RAP tax, and stormwater-related projects would be supported by the stormwater enterprise where appropriate.
