Council approves Commercial PACE program resolution and proclaims Nov. 3, 2026 general election

The Carlin City Council adopted Resolution 2026-02 to participate in a Commercial Property Assessed Clean Energy (PACE) program intended to facilitate third-party financing for eligible commercial and industrial energy, water-efficiency and resiliency projects.
City Manager Richard Braithwaite said the program is modeled on an Elko County resolution and would require the city to appoint a program administrator; the Nevada Department of Clean Energy offered to serve at no cost. "The city does not provide any financing or make any loans, and there is no financial obligation for the city," Braithwaite said. Councilmember Lyndsie Whigham moved to adopt the resolution and the measure passed unanimously.
Separately, the council read and adopted the proclamation and resolutions required to order the Nov. 3, 2026 general election and set candidate filing between March 2 and March 13, 2026. City Clerk Melinda Harris stated filing requirements and voter-qualification rules; the council voted unanimously to adopt the election resolutions.
