City manager urges job description update and proposes splitting grant work into a separate role

City Manager Richard Braithwaite told the council the existing city manager job description (last updated in 2018) no longer reflects the range of work required, citing expertise needed in NRS, HR, budgeting, accounting, project management and grant writing. "It is impossible for one person to do the job," Braithwaite said, recommending the council consider splitting responsibilities and adding a grant writer/project manager position that could be funded through grant reimbursements.
Councilmember Lyndsie Whigham said she would be hesitant to revise the manager’s job description while Braithwaite remains in the role and emphasized the manager’s existing employment contract (October 2023) governs duties and review procedures. Braithwaite agreed to draft recommendations for the budget meeting and council took no immediate action.
