Carlin council hears FY2026-27 revenue shortfalls and auditors scheduled for February; audit not yet received

City Manager Richard Braithwaite presented a revenue review for the FY2026-27 tentative budget and told the council that shared county revenues are down or flat, while building-permit income and ambulance fees had improved. Braithwaite said one-time items—such as a splash-pad donation and lot sales—had temporarily increased cash balances but are not recurring.
Councilmember Denise Taylor said she would not be comfortable reviewing a tentative budget without the completed FY2025 audit. "The council needs to know the audit's findings and any required corrective actions from the state before moving forward," Taylor said. Braithwaite said the financial statements are finished and auditors are scheduled to present in February, but acknowledged the state had not yet received the audit because it is not complete.
Residents asked for clearer, more accessible budget visuals and questioned a reported jump from a $4 million to a $7 million budget figure; Mayor Kinney noted part of the increase relates to a $3 million transmission-main project for a secondary water source that must appear in the budget even if grant-funded. Council took no action on budget adoption at the meeting.
