Sandoval and Braithwaite emphasized that utility projects are treated as enterprise funds on the city's balance sheet but still affect cash budgeting and carryover needs. The council heard that Arthur Springs is the main drinking-water source for Carlin and that invoices from DOWL will be paid out as design and construction move forward.
