Carlin Justice Court highlights electronic warrants, online dispute resolution and outreach

Carlin Justice Court Clerk Brandy Holbrook presented the court's 2025 year in review and outlined several access and efficiency initiatives that the court has implemented.
Holbrook said the court adopted electronic search warrants, enabling officers to submit warrants remotely for electronic signature, and launched an Online Dispute Resolution (ODR) system that allows residents to contest traffic citations, request payment plans, or seek community service without appearing in person. "The Justice Court is the people's court and should be accessible to the community," Holbrook said. The court also extended filing hours to 7 a.m. through 4:30 p.m. and held mock trials for students as part of outreach efforts.
Holbrook noted the court relocated its regular justice days from Fridays to Wednesdays for security and that a camera system and privacy shade were installed in the clerk's area. She said the court hopes to expand educational programs, including a potential "kids court" in 2027.
