Council approves agreement for Old Church stabilization plans, city to front grant-reimbursed costs

The Carlin Historical Society requested council approval for an agreement with Paul Cavin LLC to develop plans for structural stabilization of the Old Church on Main Street. Joel Nalley emphasized this work would not come from the city's operating funds because the project is being financed with a combination of grant funds (Next Dollar Foundation and other grants) and foundation money.
Melinda Harris explained that the city technically must pay costs up front but will be reimbursed by the state through grant reimbursement processes; Mayor Kinney said the reimbursable amount will be entered into the municipal budget as a line item pending grant reimbursement. Ella Trujillo, representing the Historical Society, said the amount to be debited from the city and then reimbursed is $43,141.84 and that subsequent grant requests will fund construction and roof replacement once stabilization plans and bidding are complete.
Denise Taylor moved to approve the request and Joel Nalley seconded. The council voted unanimously to approve the agreement to hire Paul Cavin LLC to complete stabilization plans.
