The Moab City Council voted unanimously May 26 to adopt Resolution O92026, approving an interlocal agreement with the Grand Water & Sewer Service Agency for the cemetery well on Mill Creek Drive.
"So this is for the cemetery well... it's a well that we own. It's not connected into our system. It has low quality water," said Obi, a city staff presenter, who described the well's historical use: the city leased it to Grand Water to supplement irrigation during dry years. Obi told the council the new agreement formalizes that relationship.
Council discussion noted the well needs repair and that Grand Water would fund the work; during debate staff described the likely investment to rehabilitate the well at approximately $40,000 so that Grand Water can rely on access. The proposed lease includes a mechanism to move to yearly renewals so the arrangement is revisited more often than a previous long-term lease.
Miles moved to approve the resolution; the motion was seconded and carried by voice vote (recorded 5–0). Councilmembers said the agreement should reduce future uncertainty about access and maintenance for the cemetery well while preserving the city's drinking-water source connections.
