Planning commission conditionally approves Staybridge site plan for 938 and 940 South Main

The Moab City Planning Commission on May 14 conditionally approved a level‑2 site plan for a Staybridge hotel on South Main Street, voting 4‑0 to move the project forward with conditions. Planning staff said the project, proposed by Linebeck Holding LLC, will be in the city’s C‑4 zone and is planned as a three‑story hotel with 126 units and 137 parking spaces.

Johanna Blanco, the city’s planning coordinator, presented the plan to the commission and told members, "So this plan meets all of the city code standards," while noting several required conditions that must be satisfied before a building permit is issued. Staff and the certificate of decision identify three primary conditions: submittal and acceptance of a detailed solar design and installation plan, payment of the fee in lieu related to overnight accommodations (referred to in the packet as a Wahoo payment), and consolidation of the two project parcels by boundary line adjustment.

An applicant representative, James Green of SETT Engineering, answered technical questions about site details and clarified an address discrepancy raised during the meeting: "938 would make more sense," he said when commissioners questioned whether the packet listed 936 in some documents. The commission instructed staff to correct the ordinance language and the conditions reflect the corrected address of 938 and 940 South Main.

A planning commissioner moved to approve planning resolution 10‑2026 with the listed conditions; another commissioner seconded the motion. Chair (presiding commissioner) called the vote and recorded a unanimous 4‑0 tally in favor. The motion as approved requires that staff sign off on all comments to the satisfaction of the planning director before a building permit is issued.

Next steps: staff will receive a final solar design and the applicant must complete the parcel consolidation and the fee payment before construction permits can be issued.
