Council approves Cesar Chavez Boulevard water and sewer connection master plan

The San Luis City Council on July 26 approved an order adopting a master plan for water and sewer service connections along Cesar Chavez Boulevard.
City Engineer Thomas Sanchez presented the plan, saying the city installed water and sewer services last year and prepared an exhibit showing vacant parcels and stub-outs so future developers know where to connect without damaging new roadway work. "As we all know, the Cesar Chavez project is under construction right now ... we installed water services and sewer services ... to provide future connections for vacant parcels," Sanchez said. He also said parts of the sewer in the corridor run "about 20 feet deep."
Council members asked whether the city will seek payback for the infrastructure the city installed. One council member suggested using the documented costs as a negotiation or incentive tool when courting large businesses; a council member said the city "doesn't have anything in place having to get payback" but that seeking reimbursement is possible. Mayor Nieves Rydell praised staff planning and deferred the specifics about payback to legal and administration.
A council member moved to approve Order No. 2026-06 adopting the Cesar Chavez Boulevard water and sewer connection master plan; the motion was seconded and the council recorded affirmative votes to carry the motion. The approval formalizes the map of existing and proposed connections so future property buyers will know connection points and the city can avoid future roadway cuts.
