Applicant outlines "boutique" outpatient model, screening and safeguards for proposed Millstone clinic

Director of operations Sean Farrell said the program is aimed at clients who have completed detox or residential treatment and can show a period of medical stability — "it's somebody who has been stable, has been to a detox, has been to a residential in some form or fashion, and has sustained 30 days of of substance free behavior," he told the board. He said the center would not store or administer medication, would not have doctors on-site, and would operate during daytime business hours with two block-scheduled group sessions (morning and afternoon).
Farrell described a two-step admissions process: a phone screening by an admissions representative, followed by an in-person intake conducted by a licensed clinician. He described staffing of three to four counselors and three to four administrative staff at peak times, with a maximum of eight employees on-site and 25 parking spaces (two ADA). Farrell said the applicant's existing Manalapan site has operated for about 13 months with no reported incidents and that the program emphasizes voluntary participation and case management rather than involuntary or overnight care.
