Senate OKs study committee to review university governance; one HBCU appointee added

Senators approved a bill to create a Mississippi Public University System Governance Study Committee to evaluate governance structures and whether the current Constitutional framework best supports institutional missions and student outcomes. Senator Boyd, sponsor, said the panel will "conduct a comprehensive review of the architect and government framework of the public institutions in the IHL in Mississippi" and report findings and recommendations by Dec. 1.
Senators pressed about representation and the effects on historically Black colleges and universities (HBCUs); the sponsor offered and the Senate adopted an amendment adding one representative who graduated from an HBCU to the committee membership. The panel is a study committee — it can only make recommendations to the Legislature; any constitutional changes would require separate action.
