County finance/staff explained that moving solid waste back into the general fund is part of the FY26 budget plan; the enterprise fund structure will be removed and the department’s operations will be budgeted within county operations for the coming fiscal year. A council member asked for clarification on what an enterprise fund is and staff replied that it is a proprietary fund used for government business‑type activities.
Council motioned, seconded and voted to approve the ordinance; the motion carried unanimously on the hearing and associated first‑reading steps noted on the agenda. No substantive public opposition was registered during the hearing.
