The mayor framed the issue as a budget decision for 2026 and asked department heads to outline needs before the council commits to hiring.
Council members differed on scope and cost. One councilor said, "I would be in favor of hiring someone for the position," while another warned that a full-time salary would have to be justified by demonstrated savings. A proposal surfaced for a modest stipend rather than a salary: "it was more like a stipend up to maybe even $5,000 a year," one member suggested. Council members discussed alternatives — in-house mechanic handling parts, contracting a broker for large purchases and sales, or paying a percentage of proven savings or auction proceeds — and agreed the next step is a job description and departmental input to inform the 2026 budget review.
No formal motion to create the position was made; council directed staff to redistribute the existing job description for review and to bring cost estimates to upcoming budget meetings.
