Planning staff told the board that 4744 Alhambra Ave has a documented history of nonresidential use as a grocery in 2018, which satisfies the zoning standard for a neighborhood commercial establishment where sales of tobacco and alcohol remain prohibited. Justin Walker of the Department of Planning recommended approval of the appeal and adoption of the planning memo.
Applicant representative Allen Griffin described plans to operate a convenience store selling snacks, beverages and household essentials, and to re‑activate a vacant storefront and create local employment. "The community benefits from it, bringing existing commercial storefront back to active use," Griffin said. After hearing testimony and questions, the board voted to adopt the planning findings and approved the conditional use; staff will mail a written resolution and applicants were reminded not to open the business before receiving the resolution.
