The City of El Centro adopted a 2.5‑year memorandum of understanding for the general employees bargaining unit after staff said the parties had reached a tentative agreement. Chelsea, the city's human resources director, told council the negotiated package includes an equity adjustment for classifications identified in the 2025 compensation study and a 2% cost‑of‑living adjustment that will take effect in January 2026 and be paid retroactively.
"We have met and conferred on revised terms and conditions to the current MOU over the past months and have reached an agreement," Chelsea said in presenting the resolution. Other changes include treating Christmas Eve and New Year's Eve as full holidays rather than half‑days and increasing bilingual pay from $40 to $50 per pay period. Council moved to approve the amended resolution and the motion carried unanimously on the recorded vote.
Council members and staff discussed a narrowly scoped reopener on the cash‑out provision to address potential IRS constructive‑receipt issues; staff said the reopener was intended to preserve employee benefits while ensuring tax compliance. The council vote as recorded in the meeting minutes was 5‑0 in favor of adopting the MOU as presented and amended.
