The planning board carried the subdivision application for 70 Orangeburg Road after members and board professionals said existing drainage problems required further analysis and mitigation.
Applicant counsel introduced testimony and technical exhibits for a plan to split a roughly 50,415‑sq‑ft parcel into two lots (proposed Lot 8.01 ~27,280 sq ft; Lot 8.02 ~23,134.5 sq ft). Engineer Mark Martins and the applicant’s planner described the proposed lot lines and noted that some existing nonconforming elements (detached garage size, front setback) would remain unchanged; the proposed new lot would likely require improved‑lot‑coverage and floor‑area‑ratio variances.
Board members and the planning consultant raised detailed stormwater concerns. Reading a recent memo into the record, a board member said, “There is an existing drainage issue from the existing driveway and other improvements on Lot 8.01 that affects homes on Perry Street,” and described a large upstream tributary area that may include part of the Orangeburg Road right of way. The planner and engineers discussed possible solutions (piping to a southerly easement, multiple seepage beds, grading adjustments at the driveway apron) and concluded the issue was substantial enough that the applicant should return with targeted stormwater revisions.
The board agreed to carry the hearing to February 12 at 7 p.m. so the applicant can submit revised plans addressing drainage and the remaining variance criteria; members said adequately addressing stormwater would strengthen the applicant’s case on negative‑criteria impacts.
