Craig Clay told the council the city has implemented a hiring freeze as of July 1 and frozen 81 vacant positions to avoid furloughs or layoffs while protecting core services. He said the approach is part of three strategies—strategic expense management, a hiring freeze, and revenue optimization—to prepare for possible revenue loss tied to pending state measures.
Clay also described personnel cost pressures: this is the first year under a new Federation of Police contract (the FOP, previously the PBA), which brings a slight increase in pension rates, and staff anticipate a significant rise in health-insurance premiums for FY2027. He said the city has asked its carrier to review plan options and expects updated estimates in August and again in September.
