ZBA pushes On Commons 65-unit review to Aug. 12 for traffic, sewer and peer-review responses

The Mashpee Zoning Board of Appeals on July 22 continued the hearing on the On Commons LLC comprehensive-permit application for a 65-unit rental project (including 17 affordable units) at the Jobs Fishing Road/Route 28 site while the applicant and the town's peer reviewers exchange more data on traffic and sewer capacity.
Howard Stein Hudson (peer reviewer Michael White) delivered a written peer-review letter identifying about 30 outstanding transportation items, including clarification of study-area boundaries, seasonal adjustments, ownership/maintenance of Jobs Fishing Road, additional turning counts at roadway ends, clearer parking-space counts and follow-up safety assessments at several intersections. "Please confirm whether Jobs Fishing Road is an allowed access and provide seasonal counts and revised site-distance calculations," the peer review recommended.
Applicant traffic consultant Jeffrey Dirk (Vanessa & Associates) said primary traffic counts for the study were collected in November 2025 and that his team will collect summer counts (July 25 and July 28) and produce revised analyses and responses to peer review by August 5. "We will be undertaking new traffic counts as suggested... so we'll be presenting that information to you again," Dirk said. He also committed to clarifying queue lengths in linear feet, parking-space totals and coordinating safety assessments with town staff.
Board members and residents also raised wastewater concerns tied to Mashpee Commons' treatment capacity. Members asked the applicant to calculate projected effluent based on the project's bedroom count and to contact Mashpee Commons for current treatment-facility capacity. The applicant said it would compute the flow (using an industry factor) and attempt to obtain capacity data from Mashpee Commons; town staff confirmed the information will take time to gather.
The board set a schedule: applicant to provide peer-review responses by Aug. 5; traffic and civil peer-review responses will be considered on Aug. 12 (fire-safety and architecture likely to require separate follow-up); and the hearing was continued to Aug. 12, 2026. The applicant agreed to discuss the longer extension of the statutory 180-day review period, should it be needed.
