He said the project will replace existing lawn and older septic features and that peer reviewer Brian McCormick had visited the site. "This plan is proposing an IA nitrogen reducing system...it's a significant benefit to the property," Dibb said, summarizing the proposed environmental benefit.
Commissioner Paul and others pressed for a stamped, certified structural report showing foundation bearing pressures, footing elevations and distances from the coastal bank before approving the porch work; they also asked that enforcement‑order plantings be implemented and inspected. Commissioners and staff agreed that additional documentation (structural letter, clarifying coastal bank mapping and enforcement‑order responses) is required; the applicant requested and the commission approved a continuance to August 20 for those materials.
