Lance Lilly, AICP of Chen Moore and Associates presented Ordinance 2026-04, explaining the statutory requirement under Section 163.3177(6)(c) of the Florida Statutes to update the City’s 10-Year Water Supply Facilities Work Plan following the South Florida Water Management District’s September 2024 update. Lilly said the report demonstrates that the city’s potable water supply is adequate to meet current and projected demands through 2045 and described the report’s five-part structure covering system overview, needs assessment, capital improvements and Comprehensive Plan policies.
Board members asked whether funding details could be included and whether environmental and state-level review would occur. Lilly said the document will undergo the standard ORC (Objections, Recommendations and Comments) review upon transmittal to the state and that any required corrections would be addressed before final ordinance readings. Elaine DeRiso moved and Laura Devlin seconded a recommendation of approval to the City Commission; the motion passed unanimously.
